Employee Rights Policy of China State Construction Engineering Corporation Limited
一、总则
I. General Provisions
目的。中国建筑股份有限公司(以下简称中国建筑或公司)坚持以人为本,遵循“事业留人、感情留人、待遇留人”和“关注个体”的基本人力资源管理理念,为员工提供可持续发展的事业平台,营造平等、尊重、和谐、愉悦的组织氛围,促进员工与公司共同发展,实现个人价值和人生幸福。
Purpose. China State Construction Engineering Corporation Ltd. (hereinafter referred to as “CSCEC” or “the Company”) upholds a people-centered philosophy and adheres to the basic human resource management principles of “retaining employees through career opportunities, emotional engagement, and competitive benefits” and “focusing on the individual.” The Company aims to provide employees with a platform for sustainable career development, foster an organizational culture of equality, respect, harmony, and enjoyment, promote mutual growth of employees and the enterprise, and realize personal value and life fulfillment.
范围。适用于中国建筑及子公司签署劳动合同的全体员工,倡议上下游相关方及其他利益相关方在内的所有业务伙伴遵守本政策。
Scope. This policy applies to all employees who have signed labor contracts with CSCEC and its subsidiaries. The Company also encourages all business partners, including upstream and downstream stakeholders and other interested parties, to adhere to this policy.

II. Employee Development
职业发展。完善管理与专业并行的双通道职业发展体系,为不同类型的人才提供成长空间。常态化开展专家评选,选树典型,发挥专家引领作用。
Career Development. CSCEC has established a dual-track career development system that supports both management and professional paths, providing growth opportunities for different types of talent. Regular expert selection programs are conducted to recognize role models and leverage their guidance.
使用培养。在公司内部提供跨部门、跨业务的岗位轮换与实践机会,拓宽员工视野,培养复合型人才。支持员工参与国家重大战略项目、对口支援、乡村振兴等社会实践,履行央企社会责任,提升综合素养。
On-the-Job Development. CSCEC provides cross-departmental and cross-business job rotation and practical opportunities within the Company to broaden employees’ perspectives and cultivate versatile talent. Employees are supported to participate in major national strategic projects, counterpart assistance programs, rural revitalization, and other social initiatives to fulfill the social responsibilities of a central state-owned enterprise and enhance overall competencies.
绩效辅导。坚持市场评价人力资本贡献,营造自由竞争、动态配置、优胜劣汰、正向发展的良好氛围,实施客观、公正的绩效管理体系,明确绩效目标,并将绩效结果与薪酬、晋升、职称有效联动。建立常态化的绩效反馈与辅导机制,帮助员工持续改进与提升。
Performance Coaching. CSCEC evaluates human capital contributions based on market standards, fostering a favorable environment of free competition, dynamic allocation, survival of the fittest, and positive development. An objective and fair performance management system is implemented, with clear performance targets, and performance results are effectively linked to compensation, promotion, and professional titles. Regular performance feedback and coaching mechanisms are established to support continuous employee improvement and growth.
员工培训。构建覆盖全员的培训体系,建立分层分类、数量充足、持续更新的课程库,构建多元化、专业化师资队伍。拓宽培训渠道,加强区域共建、资源共享,为员工提供多样培训机会。提高数字化水平,完善教育培训信息管理系统和网络培训平台,做好员工履职通识培训。实施导师带徒,促进经验传承。
Employee Training. CSCEC has built a comprehensive training system covering all employees, featuring a tiered and categorized course library with sufficient content that is continuously updated, and a diversified, professional teaching team. Training channels are expanded through enhanced regional co-development and resource sharing, offering diverse learning opportunities to employees. Digital capabilities are strengthened through improved educational and training information management systems and online training platforms, ensuring employees receive general and role-specific training. Mentorship programs are implemented to facilitate experience transfer.
榜样引领。设立完善的荣誉表彰体系,对在爱岗敬业、攻坚克难、创新创效、社会责任等方面表现突出的团队与个人给予表彰。大力宣传先进事迹,发挥榜样的示范引领作用,激发全体员工的荣誉感和使命感。
Role Models. A comprehensive honor and recognition system is in place to commend teams and individuals demonstrating dedication, problem-solving, innovation, contribution, and social responsibility. Outstanding deeds are widely publicized to leverage role models as examples, inspiring a sense of honor and mission among all employees.
叁、员工权益保障
III. Employee Rights Protection
尊重人权。遵守《中华人民共和国劳动法》《中华人民共和国劳动合同法》和《中华人民共和国工会法》,遵循有关劳动用工和人权的国际公约,持续营造平等、公正、尊重的人权与劳动环境。
Respect for Human Rights. CSCEC complies with the Labor Law of the People’s Republic of China, the Labor Contract Law of the People’s Republic of China, and the Trade Union Law of the People’s Republic of China, as well as relevant international labor and human rights conventions, continuously fosters an equal, fair, and respectful human rights and labor environment.
薪酬福利。按照不同地区管理要求,有序保障职工工资发放。严格执行国家对于社会保险和住房公积金的缴纳规定,积极推进公司年金政策,鼓励所属各公司结合实际,建立补充医疗政策等多元化福利体系。
Compensation and Benefits. Employees’ wages are guaranteed in accordance with regional management requirements. CSCEC strictly implements national regulations on social insurance and housing provident fund contributions, actively promotes corporate annuity policies, and encourages subordinate enterprises to establish diversified benefit systems, including supplemental medical policies, tailored to local circumstances.
工作时间与休假。公司严格落实相关法律法规,保障员工带薪年休假及其他假期等基本权益。提供符合国家标准的带薪年休假、婚假、产假、陪产假、育儿假等各类假期。
Working Hours and Leave. CSCEC strictly complies with relevant laws and regulations, safeguarding employees’ basic rights to paid annual leave and other statutory leave. Various types of leave, including paid annual leave, marriage leave, maternity leave, paternity leave, and parental leave, are provided in line with national standards.
民主管理。建立健全职工代表大会制度,保障员工对公司经营管理的知情权、参与权、表达权和监督权。确保员工的合理诉求得到及时响应与公正处理。工会组织依法独立开展工作,切实代表和维护员工合法权益。
Democratic Management. CSCEC has established a sound system of workers’ congress to ensure employees’ rights to information, participation, expression, and supervision regarding enterprise operation and management. Employees’ reasonable requests are responded to in a timely and fair manner. Trade unions operate independently according to law, effectively representing and safeguarding employees’ legitimate rights.
反歧视。落实《公开招聘工作指引》,秉持平等、包容的员工聘用原则,公正、透明地通过多元化渠道招聘员工,发布全球招聘公告,公平、公正对待不同地区、性别、民族、年龄等员工。反对任何形式的歧视和骚扰,营造和谐包容的用工就业环境。
Anti-Discrimination. In accordance with the Guidelines for Open Recruitment, CSCEC upholds equal and inclusive hiring principles. Recruitment is conducted fairly and transparently through diverse channels, with global recruitment announcements released, treating all employees fairly and impartially, regardless of their region, gender, ethnicity, and age. Any form of discrimination or harassment is strictly prohibited, fostering a harmonious and inclusive recruitment and employment environment.
女职工保护。按规定缴纳生育保险、给予女职工权益保护、设立妈咪屋、组织“叁八”国际妇女节活动设立“巾帼建功”等各类女职工奖项和荣誉。
Protection of Female Employees. CSCEC provides maternity insurance as required, protects female employees’ rights, establishes nursing rooms, organizes International Women’s Day events, and sets up awards and honors recognizing outstanding contributions by female employees.
